Inception
n Based on “The Establishment of Healthcare Network—the 3rd Stage of Project,” the Department of Health, the Executive Yuan, Taiwan ROC established “Taiwan Joint Commission on Hospital Accreditation” to provide services related to management of healthcare organizations, so as to enhance the managerial techniques and to ensure medical quality.
n In August, 1998, the Executive Yuan granted the Department of Health the funds for establishing “Taiwan Joint Commission on Hospital Accreditation.”
n In January, 1999, the Department of Health, the Executive Yuan authorized the foundation of the Commission.
n On March 8, 1999, the Commission was registered with Taiwan Taipei District Court.
n On April 12, 1999, we held the “opening of the banner” ceremony.
History
n In April 1999, the Commission hung up it banner on 8F, No. 6, Linsen S. Rd., Taipei City, to begin the business. The Hospital Accreditation and Quality Improvement divisions were established.
n In July 1999, the Commission moved to No. 145, Zhengzhou Rd., Taipei City (the 1st floor of the old South General Building of Zhong-hsing Hospital.
n In August 2002, the Commission was expanded to comprise three divisions. The Administration Division was organized to take charge of systems establishment and operating administrative related affairs.
n In July 2003, the Commission was expanded to comprise the fourth division, named “Primary Care Medicine” which is responsible for promotion “Post-graduate Primary Care Training”.
n In December 2003, a place was purchased to house the Commission. In February 2004, we moved to this new office. (5F, No. 31, Sec. 2, Sanmin Rd., Banciao City, Taipei County.)
n On September 23, 2004, the Commission received the first on-site visit from the “Public Health Foundation” authorized by the Department of Health, the Executive Yuan, Taiwan
n In January 2006, the Commission was expanded to comprise the fifth division, named “Research and Development Division” which is in charge of international affairs including those related to the ISQua’s International Accreditation Program, and evaluating and developing new business.
n In April 2006, the second office was purchased. (Room 1, 11F, No. 37, Sec. 2, Sanmin Rd., Banciao City, Taipei County, Taiwan.)
n In May 2010, the Commission was purchased another office for space reorganization. (6F, No. 31, Sec. 2, Sanmin Rd., Banciao City, Taipei County)
Honors
n April 2, 2002--obtained ISO9001:2000 Certification
n November 9, 2004, awarded “Group Standardization Prize” in the contest of “The Fifth National Standardization Contest” hosted by Bureau of Standards, Metrology and Inspection, MOEA.
n January 27, 2005—In the contest “2004 Promotion of Public Health—Show your Creativity,” hosted by the National Health Bureau of the Department of Health under the Executive Yuan, Taiwan, ROC, the Commission was awarded the “Excellent Work” and “Good Work” prize with its publications of leaflets--“Young Children in Fever,” “Young Children Diarrhea,” and “Five Tips for Seeking Medical Advice.”
n April 2, 2005— Re-certified ISO9001:2000
n September 18, 2006—The Commission passed ISQua’s IAP certification, and was officially issued the certificate in its annual international conference on October 25, 2006 in London.
n June 2007- The Accreditation standards of the Commission passed ISQua’s certification.
Commission Statement
According to Article 2, of Articles of Incorporation, the purpose of the Commission is to promote, execute and certify the nation’s healthcare quality policies. In addition, the Commission also aims to enhance healthcare organizations in their management, promote the harmony between the providers and patients relationship and enhance the nation’s healthcare quality.
The tasks
According the Article 4 of Articles of Incorporation, the scope of the Commission business includes:
I. Research, planning and execution of projects retained or authorized by Department of Health on healthcare organization accreditation and related businesses.
II. Assist in healthcare quality assessment and accreditation.
III. Establish the data bank on healthcare quality comprising comprehensive quality indicators system.
IV. Organize education and training programs to assist in the training of professionals.
V. Assist healthcare organizations in their management.
VI. The production and publication of books, journals or promotional materials relating to healthcare quality.
VII. Promote healthcare quality related events.
