Message from the Chairman

It has been 11 years ever since the Taiwan Joint Commission on Hospital Accreditation (the Commission) was founded in 1999. Year 2009 marked the Commission’s immense efforts in innovation such as the transformation of several businesses and pursuit of continuous quality improvement evidenced by a series of policy reform.

The Commission upholds the mission of “To build partnership to enhance quality of healthcare” and makes steady progress. Given the support of industrial, official and academic experts, the Commission continues to strive towards becoming a highly recognized organization not only nationally but also internationally in accreditation services and healthcare quality improvement. Our vision also includes that all people experience safety, high quality, cost-effectiveness and humane healthcare. At the heart of the organization lie our core values: humanity, integrity, professionals and innovation. We emphasize the spirit of professionalism and adopt a global view. We are constantly making improvements in pursuit of higher efficiency, stringency and quality. Optimally, we strive to continuously think outside the box and take responsible actions backed by empirical research.

At the professional level, our actions include continuous efforts in forming partnership with the relevant parties to improve healthcare quality and external audits. In terms of innovation, we continue to work closely with hospitals to develop the new method. We may come across some obstacles in the process, but our team of dedicated staff is always able to maintain their spirit in achievly excellence and resolving problems to live up to the society’s expectations.

We review our past performance, hoping to improve and we look forward, hoping to accomplish something new. We hope to share our accomplishments with our partners and colleagues for review and refinement.  My special thanks to the Commission Chief Executive Officer, Dr. Cathy Wung, Deputy Executive Officer, Dr. Ian Chen and all members of Taiwan Joint Commission.

Message from the Chief Executive Officer

 

 

Year 2009 marked the 10th anniversary of the Taiwan Joint Commission on Hospital Accreditation. We are very proud of not only being able to survive, but also thrive amid the massive changes in healthcare environment. We continue to conduct our businesses under the motto of “thinking globally, act domestically”

 

The Commission is very fortunate to have many partners to work together for the promotion of healthcare quality. Our programs are diverse and multi-dimensional, including accreditation, certification, quality indicators, patient safety, quality contest, education and training courses, community health and publication, to name just a few. Yet, what makes us proud is not only the breadth of our business, but more important, the quality in our work which has been highly regarded by our stakeholders.

 

With the support of the Board, we also actively promote collaboration and participation in international affairs.  In 2009, we have visited or been visited by health-related institutes, government officials and accrediting organizations in Australia, the United States, Southeast Asia countries, Korea, and China.  We conducted several international conferences in education, certification and health policy- related forums with high recognition. We displayed posters, published research papers and gave speeches at multiple international conferences including ISQua and ASQua organized activities.  Through these activities, we have broadened our horizon, visibility and collaborating partners in the international community.

 

In recent times, like other organizations, the Commission has faced challenges of tightened funding and limited resources. To face the challenges, the Commission has undergone internal restructuring for higher efficiency and effectiveness, in the mean time, to improve quality.

 

This annual report contains the works and results of more than 20 programs conducted by the Commission in 2009.  We hope it will give you a better understanding of our efforts and accomplishments.

 

Finally, I would like to express my heartfelt appreciation for Deputy Executive Officer, Dr. Ian Chen, Division Directors, Shing, Chueh,

Cherry and Hanchi, and all of our staff, whose dedication and contribution make our transformation for betterness possible; my appreciation also goes to the Board Directors, surveyors, task forces members, and many friends who so generously help us and encourage us.  Of course, my most sincere gratitude goes to Chairman Hsieh, with his vision, guidance and support, we are able to accomplish what we have in our journey toward quality health care.

Inception

n    Based on “The Establishment of Healthcare Network—the 3rd Stage of Project,” the Department of Health, the Executive Yuan, Taiwan ROC established “Taiwan Joint Commission on Hospital Accreditation” to provide services related to management of healthcare organizations, so as to enhance the managerial techniques and to ensure medical quality.

n    In August, 1998, the Executive Yuan granted the Department of Health the funds for establishing “Taiwan Joint Commission on Hospital Accreditation.”

n    In January, 1999, the Department of Health, the Executive Yuan authorized the foundation of the Commission.

n   On March 8, 1999, the Commission was registered with Taiwan Taipei District Court.

n    On April 12, 1999, we held the “opening of the banner” ceremony.

History

n    In April 1999, the Commission hung up it banner on 8F, No. 6, Linsen S. Rd., Taipei City, to begin the business. The Hospital Accreditation and Quality Improvement divisions were established.

n    In July 1999, the Commission moved to No. 145, Zhengzhou Rd., Taipei City (the 1st floor of the old South General Building of Zhong-hsing Hospital.

n    In August 2002, the Commission was expanded to comprise three divisions. The Administration Division was organized to take charge of systems establishment and operating administrative related affairs.

n    In July 2003, the Commission was expanded to comprise the fourth division, named “Primary Care Medicine” which is responsible for promotion “Post-graduate Primary Care Training”.

n    In December 2003, a place was purchased to house the Commission. In February 2004, we moved to this new office. (5F, No. 31, Sec. 2, Sanmin Rd., Banciao City, Taipei County.)

n    On September 23, 2004, the Commission received the first on-site visit from the “Public Health Foundation” authorized by the Department of Health, the Executive Yuan, Taiwan

n    In January 2006, the Commission was expanded to comprise the fifth division, named “Research and Development Division” which is in charge of international affairs including those related to the ISQua’s International Accreditation Program, and evaluating and developing new business.

n     In April 2006, the second office was purchased. (Room 1, 11F, No. 37, Sec. 2, Sanmin Rd., Banciao City, Taipei County, Taiwan.)

n     In May 2010, the Commission was purchased another office for space reorganization. (6F, No. 31, Sec. 2, Sanmin Rd., Banciao City, Taipei County) 

Honors

n     April 2, 2002--obtained ISO9001:2000 Certification

n     November 9, 2004, awarded “Group Standardization Prize” in the contest of “The Fifth National Standardization Contest” hosted by Bureau of Standards, Metrology and Inspection, MOEA.

n     January 27, 2005—In the contest “2004 Promotion of Public Health—Show your Creativity,” hosted by the National Health Bureau of the Department of Health under the Executive Yuan, Taiwan, ROC, the Commission was awarded the “Excellent Work” and “Good Work” prize with its publications of leaflets--“Young Children in Fever,” “Young Children Diarrhea,” and “Five Tips for Seeking Medical Advice.”

n     April 2, 2005— Re-certified ISO9001:2000

n     September 18, 2006—The Commission passed ISQua’s IAP certification, and was officially issued the certificate in its annual international conference on October 25, 2006 in London.

n     June 2007- The Accreditation standards of the Commission passed ISQua’s certification.

Commission Statement

According to Article 2, of Articles of Incorporation, the purpose of the Commission is to promote, execute and certify the nation’s healthcare quality policies. In addition, the Commission also aims to enhance healthcare organizations in their management, promote the harmony between the providers and patients relationship and enhance the nation’s healthcare quality.

The tasks  

According the Article 4 of Articles of Incorporation, the scope of the Commission business includes:

I.              Research, planning and execution of projects retained or authorized by Department of Health on healthcare organization accreditation and related businesses.

II.           Assist in healthcare quality assessment and accreditation.

III.         Establish the data bank on healthcare quality comprising comprehensive quality indicators system.

IV.        Organize education and training programs to assist in the training of professionals.

V.           Assist healthcare organizations in their management.

VI.        The production and publication of books, journals or promotional materials relating to healthcare quality.

VII.      Promote healthcare quality related events.

Founding

Taiwan Joint Commission on Hospital Accreditation is the first organization that is sponsored by both the government and non-governmental medical groups.Our sponsors include:
